You need to update the addon 
On the add-on page, HA shows which add-ons need to be updated, and deCONZ is not listed. I don’t know how to update if the update button doesn’t appear.
That’s something you need to check with Home-Assistant. We don’t maintain the HA Addon.
Finally HA offered me to update deCONZ, I’m now running v2.13.4.
But…
I tried a single / double inclusion with Phoscon, dimmer module still not recognized as a dimmable light.
In deCONZ, I tried the DDF/Strict pairing, and on the second time got automatically a DDF similar to what Smanar contributed. So far so good…
But Phoscon or HA don’t recognize it as a dimmable device. As matter of fact, turning on / off the device is still not working (I tried all those steps with another device).

Yes, with type as $TYPE_DIMM, my device now appears as a dimmable light.
But… I’m unable to turn them off / on / dim from the app.
When turning it off / on / dim from the device itself, the app reports correctly the state.
Arf, I think it s the problem I have ATM with device included with DDF that not use legacy code after.
One time the device is included, if you disable the DDF core it s still working ?
Can you share log when using a button ? on deconz / debug view with flags “info” and “ddf” ?
I don’t know how to disable DDF.
deConz on HA doesn’t allow me to copy / paste the logs (or anything by the way).
I tried to embed a screenshot but I receive a message that new users cannot send pictures.
in deconz, the “control” panel, or can just change the status to “Draft” (and restart)
IDK how it work, but after somes messages strange you are still “new user” ^^, perhpas using something like hostpic.org
I changed to “Draft” but the device still doesn’t repond to the app button.

No, no sensor was created.
I realy don’t understand.
You are sure the state is not changing in the API during short press ? When you have the (0x01, 0x01) command ? It’s visible on phoscon.
The only situation I m seeing to prevent it, is if you have a “sensor” entry that by pass the “light” one.
Fixed, I bought a new ConBee II, and it all works fine. I needed to go again thru the DDF step though, which doesn’t make the pairing easy, but at least it’s working… And I’m 1 month late on my project just because of a bugged device!

Still another problem though: Individual light controls work but not group controls, like:
- In Phoscon I click on a light to turn if off or on: OK
- In Phoscon I click on a group: the icon color of the bulbs changes but the lights won’t turn on or off.
