I am using the headless version of of the homebridge image with phoscon.
How can I change the state of lights after rebooting the Pi5?
Some lights switch to on, others keep off.

Not normal, deconz don’t change anything at start.
Sadly yes.
One Hue bulb, one IKEA bulb and sometimes a Hue LightStripe Outdoor switch to on after reboot or Shutdown and several minutes later startup.
You are sure not having an automation script somewhere ?
You are not using the power line ? you restarting only the Pi ?
In order to make a backup of the SD-Card I use terminal: sudo shutdown -h 0.
After making an image of the card I power on the Raspi Pi (latest version of bookworm, homebridge, deCONZ).
Then some lights are powered on.
Try to disable homebridge and restart deconz, to see if it’s from deconz.
But for me you are good to checks logs to search for a guilty, by defaut deconz don’t send order at start.
Perhaps a special rule in Phoscon ?
