Tried 2.22.0 on my Ubuntu 22.04.2 LTS just now. (Came from 2.18.02)
Noticed the PWA Gateway tab was empty, and logged out.
Not possible to log in again, and not possible to reset PW even after power cycling Stick (CBee1).
Tried several browsers (Chrome & Edge).
Also noticed gateway was Offline in openHab, so login through API Key also failed.
Downgraded to 2.18.02 and all was fine again.

In the mean time, this fixed it for me: (as found in you link, after finding a working link)

sudo dpkg -i libssl1.1_1.1.0g-2ubuntu4_amd64.deb
