Update as of 12.01.2023: Updated to 2.20.0 with Rasbee II Firmware: 0x26780700. Created a mini Zigbee environment with 3 lamps and 3 switches on a separate Rasbee II. All devices are online at the moment configuring groups. Hence, group management is working in recent release. Unclear why it is not working on the other network. In my production network some lamps are configured, but not online. Even the lamps are not affected in the specific group maybe this has an impact. Would be nice to double check in the code.
Update as of 11.01.2023: Updated to 2.20.0 with Rasbee II Firmware: 0x26780700. Installation is from scratch even with other Rasbee II. Complete erase deCONZ and installed it new. Group management it not working either. Lamp joins and can go to a defined group. Removed it from the group has no effect. All off group (Group ID 0) does not work for same lamps after joining. Namely the dresden electronic FLS-PP3 RGB. So whatever the fix was it is even not working from a bare metal installation.

Update as of 11.01.2023: Downgrade to 2.18.02 solves the group change problem. Groups cannot be edited and work. After the downgrade i saw the one or other light assigned which i removed with 2.20.0. I rejoined one lamp and after the downgrade the “all off” GroupID 0 it does not work anymore. All lamps joined with 2.20.0 are honoring the Group ID 0 except the FLS-PP3 RGB. It seems group management was changed in 2.20.0.
I have more installations on 2.19.3 and in one group assignment does work in the other not. Behavior is exact the same as described above. All are devices are incremental upgraded over time. I am on RaspBee II with the latest firmware version which is 26780700. So, it seems that is not entirely fixes.
